User Building Conversion Plan (UBCP) –

Schematic and Detailed Design and construction support of 47 buildings: ~70 MW heating, ~57 MW cooling, ~1,000,000 m2.

Review of third-party designs and construction of nine buildings: ~16 MW heating, ~14 MW cooling, ~200,000 m2

The User Building Conversion Program consists of converting all PSPC and other Canadian Government-owned buildings connected to the National Capital Region (NCR) district energy system from steam or High Temperature Hot Water (HTHW) to Low Temperature Hot Water (LTHW), and from direct to indirect cooling connections via the installation of cooling ETS. This conversion work is to occur in parallel to the modernization of the NCR district energy systems, by a Private Partner. FVB has been contracted to provide Schematic and/or Detailed designs for 47 of the connected buildings, either directly through PSPC or through BGIS.

FVB is contracted to review the designs and as-built operation and condition of nine buildings already converted to accept LTHW, through major renovations or new constructions, in accordance with the ESAP requirements.

Additionally, FVB has been supporting the ESAP UBCP team with the development of the requirements for connection to the modernized LTHW and cooling district energy systems, in alignment with our parallel work as Owner’s Engineer support for the Energy Services Modernization portion of ESAP.

Tunney’s Pasture Building Conversion Pilot Project –

R.H. Coats: 2,400 kW heating, 2,500 kW cooling, 48,660 m2 office tower

Brooke Claxton: 1,800 kW heating, 2,100 kW cooling, 26,873 m2 office tower

Health Protection: 1,100 kW heating, 900 kW cooling, 12,432 m2 laboratory and office building

The Tunney’s Pasture Building Conversion Pilot Project consisted of the steam to hot water conversion and cooling ETS installation in three buildings on the Tunney’s Pasture campus, as the first group of buildings to be converted as part of ESAP, as a precursor to UBCP. The project was considered a “pilot” in order to determine and assess the concept and constraints of converting the heating systems from steam to hot water, in a continuously occupied and operational federal building, such that lessons learned could be applied to the remaining ~80 buildings under ESAP.

FVB provided conceptual and detailed design for the conversion of the R.H. Coats, Brooke Claxton, and Health Protection buildings, and continued through Tender and Construction support for R.H. Coats and Brooke Claxton. The Health Protection building was removed from scope as it was allocated for demolition.

Energy Services Modernization (ESM) –

FVB acts as Owner’s Engineer for the ESAP ESM team, converting the entire PSPC federal campus steam and high temperature system to Low Temperature Hot Water: 21,000,000 ft2 of floor area with multiple high-pressure steam plants, including 500,000 lbs./hr. and 350,000 lbs./hr. facilities

The ESM program is a Public Private Partnership (PPP) responsible for converting five of PSPC’s central heating and cooling plants and four distribution systems from steam and high temperature hot water systems to modern Low Temperature Hot Water (LTHW) Energy Centres and distribution piping systems. The modernized system will consist of one interconnected heating system (Cliff/NPB/Tunney’s) with three new Energy Centres, one interconnected cooling system (Cliff/NPB), an independent cooling system (Tunney’s) and an independent heating and cooling system (Confederation Heights). The new distribution systems will service the buildings converted by UBCP.

FVB is PSPC’s Owner’s Engineer for the program, having developed the Schematic Design and the technical Output specifications that formed part of the PPP bid documents, and participated in reviews of proponent submissions. Since the 2019 contract award and 2020 commencement of the Private Partner’s scope of work, FVB continues to support PSPC with technical expertise, review of the Private Partner submissions, and planning for the next stages of the program.
