District Heating Sector Data and Policy Research

The Energy Efficiency Team at the EBRD had been developing projects in the Energy Efficiency Sector focusing on commercial investment opportunities in the district heating sector. In order to support its plans to increase investments and expand efforts to promote regulatory changes in the sector, the Team wished to have a more structured assessment of the key information and data related to the sector in its countries of operation and in those European countries where district heat has a meaningful penetration.

A study was commissioned to compile and analyze district heating technical data, sector regulatory framework, tariff policies and subsidy mechanisms in 13 CEE countries (Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Russia, Slovakia, Ukraine, Uzbekistan), and to compare those with the best-practice cases in Northern and Western Europe.

The FVB team delivered a report containing descriptions of selected statistics, technical data and regulatory frameworks for the district heating sector in each of the specified countries. There was a summary section that reflected the company’s own experience when planning and implementing district heating system rehabilitation in the region. The report also contained a data and graphical appendix.
